Ted led application and deployment of state-of-the-art data science and AI/ML techniques to mission-critical problems with measurable benefits. Formulated and led AI/ML research programs enabling innovative applications with measurable value for mission-critical needs.
He created data science groups in two separate financial regulatory organizations by recruiting, hiring, and leading staff with minimal turnover over 5 years. Designed, developed, and deployed mission-critical systems for generating leads for investigation of potential violations from large volumes of transactions.
Formulated and led the only technology development program prior to 9/11 for "connecting the dots” to identify and link critical information indicators. Established new data science and machine learning research directions resulting in deployed classified applications and products.
Formulated, obtained funding for, and led research and development programs in data science (entity resolution, link analysis, and machine learning), transfer learning, lifelong learning
machines (both centralized and distributed), and open-world artificial intelligence and machine learning for recognition and accommodation of unknown unknowns. Obtained and managed $300M in research funding. Selected world-leading researchers, guided their progress and
collaboration, and evaluated results according to newly developed metrics.
He documented novel data science and knowledge management processes and organizationally aligned mechanisms both as part of internal effort to mature technology efforts and as an award-winning research paper at leading international conference on data science. Developed metrics for business value and for research progress that were adopted by both communities.
Program co-chair (3 times) for applied track at leading international data science conference.
Long-time program committee member and Chair for Innovative Applications of AI conference.
Ted is a Three time winner of "Deployed AI Application Award” from leading AI scientific society.
